Local Control and Accountability Plan changes education funding

Due to Gov. Jerry Brown’s reforms in education funding in 2013, school districts have been required to engage community members in transparent budgeting and planning operations. Two programs, the Local Control Funding Formula (LCFF) and Local Control and Accountability Plan (LCAP), have been created to achieve these goals.

Replacing the previous 40-year-old funding system, the LCFF aims to fund schools based on student needs and make school district decisions more locally accessible. To accomplish these objectives, school districts have to create LCAPs, or three year plans that outline how they will use state funding to serve the needs of all students. LCAPs must include these following eight topics: student engagement, parent involvement, school climate, student outcomes, student achievement, course access, implementation of State Standards, and basic services.

Community members, such as students, parents, teachers, school employees, and other stakeholders, are able to participate in this process by attending public reviews of their districts’ LCAPs and provide feedback in surveys.
